Beginning with Plan Year 2025, the Silver State Health Insurance Exchange (SSHIX) will be releasing three public use reports for each Plan Year which detail all applications and associated enrollments submitted through the Nevada Health Link Marketplace. These reports are intended to support data analysis efforts by public interest groups and Nevada Health Link stakeholders, including actuarial analysis by insurance carriers. No PII or household demographic data submitted through our application is included in the report, however the report does include numeric codes which uniquely identify individual applicants, enrollees, designated enrollment professionals, and insurance carriers.
The first report for each Plan Year will be an “End of OEP” report which represents the state of application and enrollment data at the end of each year’s Open Enrollment Period (OEP). The second report will be a “Mid Year” report which represents a point-in-time snapshot of application/enrollment data as of July 1st. The third and final report for each Plan Year will be an “End of Year” snapshot captured after the conclusion of each Plan Year. Reports will be posted in both .xlsb format (for decreased file size) and .xlsx format (for increased compatibility), but the contents of both formats will be identical. For security and data integrity purposes, both formats will be encapsulated as .zip archives.
Each report will be accompanied by a Data Dictionary which describes the meaning and/or contextual business use of each data column. SSHIX anticipates that the continued development and enhancement of this report will be an iterative process, so the filename of each report (along with its associated Data Dictionary) will include a version number to disambiguate subsequent revisions of the same report.

End of OEP
In preparing the first iteration of the Plan Year 2025 End of OEP report, SSHIX discovered a number of minor data quality issues which we are still working with our technology vendor to resolve. Our hope is to release a corrected “v02” of the report once these issues have been addressed. The cumulative impact of these issues is that a small number of enrollment records (estimated to be fewer than 200) are tied to an application record which was not associated with the respective, system-generated eligibility determination for that specific enrollment. SSHIX has no evidence to suggest that any of the Gross Premium, Applied APTC, or Net Premium values included in the report is incorrect. This issue appears to be confined to the relational integrity between enrollment data fields and their corresponding application data fields.
