Heather Korbulic joined the Silver State Health Insurance Exchange as the Chief Operations Officer in August of 2015 after eight years with Aging and Disability Services Division where she was the State of Nevada’s Long Term Care Ombudsman. In 2016 Heather was appointed to her current position as the Exchange’s Executive Director where she is responsible for administering the state agency. A health policy background in both federal and state legislative processes have helped her to successfully steer the Nevada Exchange through several years of marketplace volatility. Heather is an experienced leader with advanced skills in communications and marketing, coordinated project management, complaint resolutions, quality assurance development, and strategic planning. She has a Bachelor of Science from the University of Oregon and is a Certified Public Manager.
Chief Operations Officer
Ryan High joined the Silver State Health Insurance Exchange as the Chief Operations Officer in October of 2016. Ryan came to the Exchange after two years at the City of Reno working on strategic initiatives and performance measures in the city manager’s office. Prior to the City of Reno, Ryan spent six years at the Nevada Secretary of State’s office where he held the position of Help America Vote Act (HAVA) Administrator overseeing the state’s statewide voter registration list and voting machine contract before being appointed Deputy Secretary for Operations. As Deputy Secretary for Operations, Ryan’s primary responsibilities were supervising the finance and IT departments where he was responsible for managing the office’s biennial budget and IT projects. Ryan has a Bachelor of Arts in English from Loyola University in Maryland, and a Juris Doctor degree from the University of the District of Columbia School of Law. Additionally, Ryan completed the State of Nevada’s Certified Public Manager’s program in 2013.
Janel Davis joined the Silver State Health Insurance Exchange as the Communications Officer in June 2015. Previously, she worked at the Nevada State Legislature as a Committee Secretary in the Assembly Committee on Health and Human Services and Commerce and Labor, as well as the Education and Transportation Committees. She recently traveled to South America to teach English and has a minor in the Spanish Language. She has experience working as a Public Information Specialist for the Tahoe Resource Conservation District and providing excellent customer service to the public. Janel graduated from the University of Nevada, Reno with a Bachelor of Arts Degree in Communications.
Information System Manager
Russell Cook joined the Silver State Health Insurance Exchange in July 2016 as the Information Systems Manager, bringing over eight years of IT experience with the State of Nevada. He attended Carson High School in Carson City, NV, and he received his Bachelor’s Degree in Music Production from the University of Southern California in Los Angeles. Russell worked as a recording engineer in Los Angeles, CA, for ten years before moving home to Carson City and beginning work with the state. Russell has a passion for music, and he enjoys spending time in the outdoors with his wife Lisa.
Jennifer Krupp joined the Silver State Health Insurance Exchange as the Finance and Research Officer in February of 2019. Jennifer has spent over 15 years working in the health care industry and has held many varied positions over the course of her career. Prior to joining the Exchange, Jennifer worked at the Division of Public and Behavioral Health where she oversaw the administration and implementation of several federally funded grants, including cancer screening and early detection programs and the heart disease and stroke prevention program. She has also spent time working at Nevada Medicaid as a Business Process Analyst and working in partnership with Nevada at Health Management Systems to implement provisions of the Affordable Care Act. Jennifer began her career in health care working her way through college as a Certified Nurse Assistant, and served on the Nevada State Board of Nursing from 2011-2015. Jennifer holds both a Masters in Public Health and a Masters in Business Administration from Benedictine University and a Bachelor of Science in Biology from the University of Nevada, Reno and is a certified Lean Six Sigma Blackbelt. Jennifer enjoys hiking, running and spending time with her husband and three children.
Eliane joined the Silver State Health Insurance Exchange as the Audit Manager in October 2019. Previously, Eliane worked at the Division of Public and Behavioral Health where she oversaw, monitored, and managed the programmatic and fiscal implementation of statewide health care programs, including the Community Health Worker Program and the Colorectal Cancer Control Program. Eliane has a Bachelor of Science Degree from the University of Nevada, Reno with a dual major in Management and International Business and is a certified Lean Six Sigma Black belt. Eliane has lived in Northern Nevada for 24 years, and she enjoys reading, getting to know new places, and spending time with her friends, family, and dog.
Grants and Projects Analyst
Maybelline joined the Silver State Health Insurance Exchange in October 2019 as the Grants and Projects Analyst. Maybelline has held several positions with the State of Nevada coming from Department of Administration as an Accounting Assistant, providing fiscal support. She has over 15 years of experience in banking/finance, retail, and hotel management. Maybelline has lived in Nevada since 2000, currently residing in Dayton. She enjoys volunteering some of her time joining her husband in various events with the Northern Nevada Special Olympics-Law Enforcement Torch Run such as the annual Lake Tahoe Polar Plunge and Tip a Cop. Maybelline enjoys the outdoors with her husband and kids.
Lead Quality Assurance Officer
Athena Cox first joined the Silver State Health Insurance Exchange as the Executive Assistant in February of 2012. Athena transferred into the role of the Account Manager in May 2014. She joined Nevada’s Exchange originally from the Directors Office of the Nevada Department of Health and Human Services where she served as the Administrative & Accounting Assistant providing administrative support to the Director and Deputy Directors, processing accounts payable, and budget building. These are just a few of many skills Athena brought with her to the Exchange. After five years wearing multiple hats and holding the institutional knowledge at the Nevada Exchange, Athena left to pursue a dream in nutritional supplement sales and marketing. Recently, in August of 2019, she was promoted as the Lead Quality Assurance Officer at the Exchange and is now responsible for overseeing the consumer complaints through the Exchange call center. Athena has been a part of state service for 12 years and is happy to be back at the Exchange. She resides in Carson City with husband and 2 children and they enjoy exploring the outdoors together.
Shae Starbuck joined the Silver State Health Exchange as a Program Officer in September of 2019. Shae has spent over 3 years in the Medical field. Prior to joining the Exchange, Shae worked for Aguirre Health Care as an assistant denials manager. She is very excited to bring her knowledge of working with carriers to the Exchange team. Shae enjoys going to the gym and spending time her Fiancé on the Rubicon Trail.
Tracy Reed joined the Silver State Health Insurance Exchange as a Program Officer in September of 2019. She came to the Exchange after spending 16 years working at Harley-Davidson Financial Services. Tracy has an Associate’s Degree from Western Nevada College and a Bachelor’s Degree in Business Management from Western Governors University. She has over 18 years of experience in the finance and insurance industry and was a resident producer licensed in property, casualty, life, and health insurance during that time. Tracy has lived in Northern Nevada for over 30 years, and she enjoys spending time outdoors with her family.
Brianne joined the Silver State Health Insurance Exchange in September 2019 as a Program Officer serving as the Consumer Assistance Support Specialist. She came to the Exchange from the Division of Welfare and Supportive Services where she served as the Inventory Specialist for the entire division. Her background consists of insurance eligibility, medical billing, and 15 years of customer service in various fields of work. Brianne enjoys spending her time outdoors with her two dogs, running, and in photography.
Policy and Compliance Manager
Jamie Sawyer first joined the Silver State Health Insurance Exchange as the IT Analyst in October 2016. In May 2017, Jamie was promoted into the role of Plan Certification Manager for the Exchange where she worked closely with the Division of Insurance assisting in plan certification for qualified health plans and stand-alone dental plans sold through the Exchange. In August of 2019, Jamie was promoted to the Policy and Compliance Manager, and is now responsible for analyzing healthcare policy as it directly impacts the Exchange. Jamie has an extensive background in social services work with local counties and state agencies. She received her Bachelor’s degree in Interdisciplinary Studies with a Major Concentration in Business and a Minor Concentration in Psychology from Nevada State College in Henderson, Nevada. She is currently enrolled in a Graduate Program at Arizona State University pursuing her Master in Legal Studies focusing on healthcare and corporate policy.
Plan Certification Coordinator
Danielle first joined the Silver State Health Insurance Exchange in February 2017 as its Grants & Projects Analyst. In August 2019, Danielle was promoted into the role of Plan Certification Coordinator for the Exchange, where she works closely with the Division of Insurance assisting in plan certification for qualified health plans and stand-alone dental plans sold through the Exchange. Danielle joined the Exchange after eleven years with the Department of Business and Industry, where her main expertise was within the Workers’ Compensation Section and the Occupational Safety and Health Administration Divisions. Danielle has an Associate of Arts from Western Nevada College.
Melissa Martinez first joined the Silver State Health Insurance Exchange in October 2013 as the Administrative Assistant. In October 2019, Melissa was promoted into the role of Appeals Coordinator. Prior to working at the Exchange she worked for Farm Bureau Insurance of Idaho as a Customer Service Representative for five years. Melissa has received a Bachelor’s Degree from The University of Phoenix in Business with a Certificate in Human Resource Management. Melissa enjoys spending time with her family and being outdoors exploring the local area.
Policy and Compliance Coordinator
Justin Prazak joined the Silver State Health Insurance Exchange in November of 2019. He came to the Exchange from the Nevada Department of Veterans Services, where he managed statewide training programs for both state Veteran Service Officers and public volunteers. Prior to that he spent more than five years serving in public safety for Carson City. Justin brings more than six years of experience interpreting state laws, federal laws, and court rulings to his Policy and Compliance role with the Exchange. He is also a US Army veteran, an AmeriCorps Alum, and earned a Bachelor Arts from the Evergreen State College.
Tiffany Davis joined the Silver State Health Insurance Exchange in October 2016. Tiffany is the assistant to the Executive Director and is the Exchange Tribal Liaison. She came to the Exchange from the Department of Taxation and prior to that was a bankruptcy paralegal for five years. Tiffany has her Associates degree in Applied Science. She and her husband enjoy spending time in Nevada’s great outdoors.
Business Process Analyst II
Lacie joined the Silver State Health Insurance Exchange in November 2019 as a Business Process Analyst II. She came to the Exchange from the Division of Welfare and Supportive Services beginning as a Family Services Specialist for clients in need of SNAP, TANF, and Medicaid assistance. She was promoted to Business Process Analyst I in October 2018 after 3 years of User Acceptance Testing, assisting with the implementation of the Healthcare Reform Eligibility Engine, AMPS interface, and Access Nevada modernization projects. Her background consists of 16 years of eligibility, training, management, data analysis, and customer service experience in various fields of work. Lacie is currently pursuing a Bachelor’s degree in Data Analytics Management. She enjoys Olympic lifting, Sci-fi, and spending time outdoors with her 2 huskies.
Katie Charleson joined the Silver State Health Insurance Exchange as IT Analyst in August of 2019. Katie joined the Exchange after working as an Administrative Assistant with the State of Nevada for the last 3 years. Katie has resided in Northern Nevada for 15 years and enjoys spending time with her family.
Rebecca Lomazzo joined the Exchange February 2017 as the Broker Liaison where she develops strong relationships with Brokers, offering support and insight of new developments within the State-based Exchange. Before joining the exchange, Rebecca was a resident producer licensed in Property, Casualty, Life and Health in NV, CA, AZ and WA. She was a well-respected office manager for a State Farm Insurance Agency in Las Vegas for 7 years.
Navigator Program Manager
Rosa Alejandre joined the Silver State Health Insurance Exchange in 2014 and is the Navigator Program Manager. The Navigator Program has awarded grantees statewide and runs all year long. This program offers Nevadans free and unbiased information about their health insurance regarding the Marketplace options from licensed Navigators and In-Person Assisters. Rosa also works with the Certified Application Counselor (CAC) program and the Exchange Call Center. Rosa is a certified Navigator, Community Health Worker and studied at College of Southern Nevada.
